ECT Maasvlakte Truckbuffer

The project

How do you prevent the logistics chain in a port area from grinding to a halt when a terminal unexpectedly closes? Commissioned by Hutchison Ports ECT Rotterdam, Iv developed the design for the Pre-Security Truck Buffer at ECT Euromax on the Maasvlakte. Located in front of the terminal gate, this buffer area provides temporary holding capacity for trucks when the terminal is unable to process traffic, or can only process it at a reduced rate, due to a technical fault, incident or peak demand. This prevents waiting trucks from blocking the public road network and helps maintain access to the port area. 

The challenge

The design had to provide a reliable solution in a dynamic port environment where space is limited and any disruption has an immediate impact on accessibility. Technical faults, system outages, extreme weather conditions and peak traffic periods can all cause the number of arriving trucks to increase rapidly. Without additional holding capacity, congestion would quickly develop on the public road network, reducing access for neighbouring businesses, employees and emergency services. 

The challenge was therefore not simply to provide additional buffer capacity, but to develop a safe, efficient and rapidly deployable traffic management solution. The truck buffer had to accommodate approximately 350 trucks, integrate seamlessly with the existing gate area and be suitable for heavy goods vehicles, including longer and heavier vehicles (LHVs). At the same time, access for emergency services had to be maintained at all times through a secondary emergency entrance and exit. 

The impact

Iv designed a smart, sustainable buffer solution that keeps the logistics chain moving, even during disruptions. By locating the buffer directly adjacent to the ECT Euromax gate, trucks can be held in a controlled manner before congestion affects the Maasvlakteweg or other public roads. Traffic simulations and close multidisciplinary collaboration ensured that every square metre was used efficiently, while traffic safety, traffic flow and accessibility were fully integrated into the design. Sustainability was also a key consideration, with all excavated sand retained within the Maasvlakte. As a result, the project contributes to a more efficient, safer and more sustainable port logistics operation.
