The project

Iv developed the risk-based asset management and maintenance plan (“performance plan”) for the road, rail and pipeline infrastructure, public spaces, and leasable land of the Port of Rotterdam Authority (HbR).

The challenge

The Port of Rotterdam, covering more than 12,500 hectares, plays a vital role in both the Dutch and regional economies. It is a key hub in international goods flows and a base for industrial and logistics services. The Port of Rotterdam Authority manages, operates and develops this port and industrial area, continuously balancing a multitude of interests.

To support this, Iv devised a risk-driven and performance-oriented approach. This was achieved by deriving Key Performance Indicators (KPIs) for all ‘dry’ assets, conducting a Failure Mode, Effects & Criticality Analysis (FMECA), and carefully balancing performance and risk in terms of safety, accessibility, availability, and visual quality against the associated costs.

The impact

The outcome of the performance plan is threefold:

  • Clear insight into the desired performance and acceptable risks for all dry assets under the responsibility of the Port of Rotterdam Authority.
  • A traceable link between risks, performance, and costs of the assets and the business objectives of the Port of Rotterdam Authority.
  • A consistent and (cost-)efficient performance plan, enabling the Port of Rotterdam Authority to organise and execute asset management and maintenance in a rational and transparent manner.
