Ground Run-up Enclosure

The project

To reduce noise pollution on for communities surrounding Eindhoven Air Base, the Dutch Ministry of Defence is developing a Ground Run-up Enclosure (GRE): an acoustically insulated test facility for running and testing aircraft engines. Commissioned by the Central Government Real Estate Agency, Iv has been involved from the tender phase onwards as part of an integrated project team responsible for the design and delivery of this unique facility.

Iv is verifying the patented steel truss structure design against Dutch building regulations and is also responsible for the architectural and structural design of the control room and storage building. The design of the foundations, cables and pipelines, paved surfaces and building services installations also falls within Iv’s scope.

The challenge

The greatest challenge lay not only in the technical complexity of the project, but also in the exceptionally short programme and the interdependencies between the various disciplines. A permit-ready design had to be completed within ten weeks, followed by just six weeks for the detailed design phase. At the same time, all sub-designs were being developed in parallel, meaning that changes in one discipline immediately affected multiple other aspects of the project.

Ground conditions introduced further uncertainty. At a depth of approximately 8 metres, an extremely hard soil layer was encountered that could not be fully investigated through cone penetration testing. Demonstrating the load-bearing capacity of the foundation piles in accordance with applicable standards therefore proved particularly challenging. In addition, a dense network of cables and drainage systems beneath the existing platform significantly restricted design flexibility.

The final height of the acoustic enclosure, for example, affected the structural design, foundation design and pile calculations, while decisions relating to paved areas and drainage systems required continuous coordination. Through a pragmatic approach, close collaboration within the integrated project team and the flexibility to accommodate late-stage changes, Iv successfully completed the design within the required timeframe.

The impact

The result is a reliable, efficient and buildable design for a modern test facility that fully meets the requirements of both the Dutch Ministry of Defence and the Central Government Real Estate Agency. The GRE enables aircraft engines to be tested safely and under controlled conditions, while the high acoustic walls and carefully engineered airflow management ensure that noise emissions remain within permitted limits. As a result, the project contributes not only to a safe and future-proof working environment for Defence personnel, but also to an improved living environment for local residents.
