Lifecycle Management for LSNed

The project

Leidingstraat Nederland (LSNed) manages an obstacle-free pipeline corridor between Rotterdam and Antwerp. In total, they oversee 27 structures (including tunnels, culverts, fly-overs, and siphons), 30 kilometres of roads, marker posts, drainage systems, pumping stations, and green spaces. Iv provided LSNed with advice on optimal maintenance and inspection strategies to ensure the intended service life and performance of the LSNed asset portfolio in accordance with the ISO 55000 standard.

The challenge

As a result of a previous external consultancy project, LSNed was left with an overly theoretical framework for managing its physical assets. The organisation was keen to move towards practical implementation. In close collaboration with LSNed, Iv undertook the following activities:

  • Development of the Strategic Asset Management Plan (SAMP), including:

    • Defining performance requirements in consultation with the Board of Directors;

    • Creating a business value matrix (risk matrix);

    • Establishing roles, responsibilities, and accountabilities;

    • Formulating management strategies;

    • Providing advice on the organisational structure needed to implement the SAMP (including staffing levels in FTEs);

    • Supporting asset managers in their new role with risk-based asset management and maintenance;

    • Offering guidance on the maintenance management system (MMS);

  • Using DREAM® to conduct:

    • Functional system analysis;

    • Failure Mode, Effect & Criticality Analyses (FMECAs);

    • Inspections and structural assessments;

Based on the FMECAs, inspections, and structural assessments, advice was provided on:

  • Maintenance and inspection strategies, such as condition-based, usage-based or failure-based maintenance (CBM, UBM, or FBM);

  • Specific maintenance measures, inspections and/or management interventions;

  • Determining, based on the risk profile, the optimal and latest possible timing for the recommended maintenance actions and inspections;

  • Providing advice on the multi-year maintenance plan (MYMP);

  • Developing asset management plans for all subsystems (structures, roads, green spaces, and others).

The impact

Following the collaboration with Iv, LSNed now has clearly defined objectives, plans, methods, techniques, and software tools. This enables the organisation to demonstrably maintain the optimal balance between performance, risk, and cost across all physical assets within the pipeline corridor, in alignment with ISO 55000 and supported by a well-structured asset management organisation.
